Facility and construction work, coordinated through qualified partners.

Janitorial, grounds, building services and construction-related sourcing — delivered by licensed, insured providers that BuyBelow verifies before mobilization and manages as one accountable program.

Delivery model

Who performs the work — stated up front.

Service work is performed by qualified, licensed partners under BuyBelow coordination. We do not represent that we employ cleaning crews, tradespeople, or construction labor.

Verification before mobilization

What every service partner must provide.

Documentation is collected and reviewed before a partner is proposed on any requirement.

State licensing

Current trade or contractor license where the jurisdiction requires one, with expiry tracked.

Insurance certificates

General liability and workers' compensation at the limits the solicitation requires, naming the appropriate parties.

Bonding capacity

Confirmed only where the requirement includes a performance or payment bond.

Labor compliance

Acknowledgement of applicable wage determinations, including Service Contract Act where it applies.

Safety program

Written safety practices and incident reporting for work on federal or occupied sites.

References

Verifiable commercial or government references relevant to the scope being quoted.

Why coordinate through one company

One contract, one report, one point of accountability.

Multi-site facility work usually fails at the seams — between trades, between sites, between what was promised and what was documented. Our job is to close those seams.

  • A single point of contact for the contracting officer or facility manager
  • Consolidated scheduling and reporting across partner providers
  • Documented inspection and completion records
  • Escalation path that does not depend on the subcontractor answering the phone

Scope we will not accept

We decline work that would require us to represent a license, insurance limit, bonding capacity, or certification we cannot document. That includes:

  • Work requiring a state contractor license we do not hold and cannot source
  • Mobilization before insurance and licensing are verified
  • Emergency response beyond a partner's demonstrated capacity
  • Any arrangement that would misrepresent who performs the work

Limitations on subcontracting

For covered small-business set-aside contracts, BuyBelow reviews the applicable limitations on subcontracting before submitting an offer or entering into any subcontracting arrangement — including FAR 52.219-14, the similarly situated entity rules, and any solicitation-specific restrictions.

Under the clause, a prime generally may not pay more than 50% of the amount the Government pays for services (except construction) to subcontractors that are not similarly situated entities. The corresponding ceilings are 50% for supplies (excluding the cost of materials), 85% for general construction, and 75% for construction by special trade contractors. Work performed by a similarly situated entity counts toward the prime's permitted share, and anything that entity further subcontracts counts against the ceiling. Contract-specific terms can be stricter. BuyBelow will not offer on work it cannot perform in compliance with these limits.

Eligibility is not assumed. Whether a set-aside applies, and whether BuyBelow qualifies for it, depends on the solicitation and the SBA size standard for its assigned NAICS code. We evaluate that for each opportunity rather than treating any category of work as automatically open to us. Questions of eligibility, teaming structure, or joint-venture status are referred to qualified legal counsel.
